Toronto residents will get their first indication this week of Mayor John Tory’s financial plans – and a chance to see if he can make good on campaign promises to freeze TTC fares and hold residential tax increases at or below the rate of inflation.
Tory has only been in office for 2 months so the much of the budget was already written and conceived by outgoing budget chief Joe Pennachetti and city bureaucrats over the last year.
Big moves are unlikely but there will be a couple of things left for Tory to take ownership of and put his stamp on. He says transit and restoring previously cut TTC services, housing and homelessness will all be addressed.
The next budget will be the first real test of his election promises but Tory says he will keep his pledge to limit the residential property tax increase to the rate of inflation.
The budget will be presented on Tuesday and final approval by council comes in March.
